If you're not currently working in a relevant business environment, you have two options:
Ask a former colleague: someone who has observed you performing food safety or alcohol service tasks within the past 12 months can complete your Observer Report
Volunteer: arrange a few volunteer shifts with a charity, community organisation, or business to allow someone to observe you in a food handling context

Note: Your observer must have a minimum of 12 months of relevant work experience, current employment in a relevant role in Australia, and be able to observe you complete the required tasks.
